One Sacramento City Councilman tells KFBK News Radio that drug cartels are running local homeless camps.

Sean Loloee told KFBK many of Sacramento’s homeless camps are actually drug dealing hubs ran by gangs and says you can go to any camp in the area and residents will corroborate this claim.
